Rachel Burns

Rachel Burns, CPM, currently serves as a Budget Consultant/BA for Florida PALM at Integrated Resources, Inc. since May 2024. Previously, Rachel worked as a Project Manager at Panther International, LLC from July 2022 to August 2023, where responsibilities included managing project management for transportation-related clients and system implementation. A significant role as Strategic Development Work Program Manager at the Florida Department of Transportation from October 2014 to July 2022 involved overseeing financial management for multi-billion dollar transportation investments. Rachel's earlier experience includes positions at the Florida Department of Transportation as a Work Program Analyst and Project Cost Analyst, and as a Budget Analyst for the Florida House of Representatives. Educational qualifications include a Certified Public Manager degree in Public Administration and a Bachelor's degree in Finance from Florida State University.
