Carlos Ibarra

Carlos Ibarra is an experienced professional in project management and evaluation, currently serving as the FHSP Project Manager for Federal Vouchers at Brilliant Corners since July 2021, where responsibilities include managing federal housing voucher initiatives and developing project management frameworks. Prior experience includes roles as an Evaluation & Learning Analyst at First 5 LA, as well as various research and administrative positions at organizations such as USC Program for Environmental and Regional Equity, Sol Price Center for Social Innovation, and Center for Powerful Public Schools. Carlos Ibarra holds a Master's of Public Policy in Public Policy Analysis from the University of Southern California and dual Bachelor's degrees in Criminal Justice and Sociology from California State University, Fullerton.
