Dwight Moxie is a board member at California Life Sciences. Dwight was previously the vice president of worldwide R&D, commercial and marketing operations, and European operations at Ultragenyx Pharmaceutical Inc. from January 2017 to March 2020. From September 2011 to January 2017, they were the vice president and chief counsel to the eye-care division at Allergan. In this role, they provided counsel regarding all eye-care promotional and training materials to ensure compliance with applicable federal and state regulations (e.g. FDA labeling and promotions, anti-kickback, fraud and abuse, FTC, trademark etc.) and internal policies. Dwight also advised the worldwide eye-care R&D organization on various matters such as regulatory requirements for investigational and approved products, regulatory submissions, clinical trials, drug safety management, and labeling /label modification. In addition, they assisted in the implementation and management of national compliance policies and programs, provided training and legal advice to business units and sales representatives on commercial practice policies, business proposals and activities, actively counseled senior management and product teams to prevent and/or mitigate private litigation (e.g. Product Liability, Lanham Act), and provided guidance to senior management to prevent any behavior(s) that could lead to personal liability claims (e.g. Park Doctrine, OIG exclusion under Section 1128(b)(15)). Dwight also worked with business development team in acquisition of new assets, arrangement of co-promotional relationships, and long & short term contract sales teams, and advised Corporate Communications in responding to media and other third party requests and affirmative PR campaigns.
