Elina Noor is a seasoned expert in international security and foreign policy, currently serving as a Senior Fellow at the Carnegie Endowment for International Peace since February 2023. Prior to this role, Elina held the position of Director of Political-Security Affairs and Deputy Director of the Washington, DC Office at the Asia Society Policy Institute from September 2020 to February 2023. Elina was an Associate Professor at the Daniel K. Inouye Asia Pacific Center for Security Studies between April 2018 and September 2020, and directed Foreign Policy & Security Studies at ISIS Malaysia from October 2001 to March 2018. Additional experience includes serving as a Senior Policy Analyst at the International Multilateral Partnership Against Cyber Threats and as a Research Assistant at the Brookings Institution and the Monterey Institute of International Studies. Elina holds a Master’s degree in Security Studies from Georgetown University, an LLM in Public International Law from the London School of Economics, and a Bachelor’s degree in Jurisprudence from the University of Oxford.
