Sergey Vakulenko

Sergey Vakulenko is a Non-Resident Scholar at the Carnegie Endowment for International Peace since February 2023, with extensive experience in the oil and gas sector. Previously, Sergey served as Head of Strategy and Sustainability at Gazprom Neft from December 2011 to February 2022, overseeing strategic development during the energy transition while ensuring long-term sustainability and governance. Prior roles include Managing Director at IHS CERA, where Sergey led consulting projects for premier clients, and management positions at Enel, Shell International Exploration and Production, and Salym Petroleum Development. Sergey holds a MALD in Business and Finance from The Fletcher School at Tufts University and an MS in Physics and Computer Science from the Moscow Institute of Physics and Technology.
