Penny Phillips

Penny Phillips is a Civil Engineer at CDM Smith since April 2022, with an extensive background in civil engineering from a 29-year tenure at SCDOT, where positions included Program Manager, Resident Construction Engineer, and Civil Engineer. Penny holds a Bachelor of Science in Civil Engineering from Clemson University (1990-1992) and a Bachelor of Science in Physics from the College of Charleston (1986-1990).
