Project Description The purpose of the $35M USAID Cambodia SOPHI Activity is to increase access to and utilization of integrated, sustainably financed primary and community health care. This activity will develop practical policy and guidelines that will strengthen the integration of community health systems and improve coordination among national programs and centers, increase sustainable health financing to support Primary Health Care (PHC) and Universal Health Coverage (UHC) efforts, and strengthen integration and sustainability of services and implementation of Social Behavior Change (SBC) approaches. The anticipated program will be based in Phnom Penh, Cambodia.
Position Description The Health Financing Lead will play a critical role in driving efforts to enhance sustainable health financing in Cambodia, supporting broader primary health care (PHC) and universal health coverage (UHC) initiatives. This role involves strengthening the capacity of national and subnational authorities to improve the efficiency and effectiveness of social health protection schemes, expand population coverage, enhance benefits packages, and improve financial protection for vulnerable populations. The Lead will collaborate with government stakeholders to increase domestic resource mobilization, improve health budget planning and utilization, and ensure long-term financial sustainability for public health programs. The Lead will guide data-driven decision-making and strategic planning, working with partners to close funding gaps, improve accountability, and implement innovative financing models that address critical health issues.
