Joe Milligan

Joe Milligan serves as the Director of Development at Charter Cities Institute and has held significant leadership roles including Director of Strategic Partnerships at the Mackinac Center for Public Policy and Senior Policy Advisor at The National Puerto Rican Chamber of Commerce, Inc. Additionally, Joe Milligan has experience as a Policy Advisor at The Heartland Institute and co-founded Fundación Libertad Puerto Rico, where Joe also serves as Executive Vice President.
