Crystal Owens

Crystal Owens serves as the Assistant City Manager and Managing Director of Public Works for the City of Garland since January 2022. Prior to this role, Crystal Owens held positions as the Director of Development Services and City Engineer for the City of Desoto from September 2007 to January 2022. Crystal Owens holds a Master of Public Administration from Texas Tech University and a Bachelor of Science in Civil Engineering from The University of Texas at San Antonio.
