André Mesa

André Mesa, PE, CEM, is a seasoned professional with extensive experience in engineering, energy management, and construction oversight. Currently serving as a Professional Plans Reviewer at the City of Tampa, André evaluates construction documents for compliance with various codes and regulations. Previously, as a Mechanical Engineer and Energy Manager for the School District of Hillsborough County, André led energy audits and projects, achieving significant cost savings. Experience includes roles as a Project Engineer at Mckeown International Inc. and Validation Engineer at Bausch + Lomb, as well as managerial positions in the Office of Inspector General of Permits and the Energy Affairs Administration in Puerto Rico. André holds a Master's degree in Business Administration from the University of Phoenix and a Bachelor's degree in Mechanical Engineering from Polytechnic University of Puerto Rico.
