Dave Topczynski

Dave Topczynski is an accomplished emergency management professional currently serving as the Director of the Department of Emergency Management for the City of Virginia Beach since June 2021, where dynamic and strategic leadership is provided to foster a disaster-resilient environment. Previously, Dave held the position of Deputy Emergency Management Coordinator, leading the Emergency Management Division and supporting program managers. In addition, Dave serves as the Lead Planning Section Chief for the Hampton Roads Incident Management Team, contributing to national disaster responses. Earlier roles include Deputy Emergency Management Coordinator for the City of Portsmouth, where the modernization of the emergency management program was implemented, and Lieutenant with the Newport News Fire Department, focusing on city-wide initiatives. Educational credentials include a Bachelor of Applied Science in Emergency Management from Waldorf University and an Associate of Arts and Sciences in Fire Science from Tidewater Community College.
