Tom Finnegan

Tom Finnegan is a seasoned civil engineer with extensive experience in civil and fisheries engineering, currently serving as a Senior Associate - Civil at Delve Underground since January 2023. Prior to this role, Tom held various senior engineering positions at McMillen Jacobs Associates and MWH, where responsibilities included leading the design and planning of fish passage systems, hydroelectric projects, and civil infrastructure. Tom also contributed significantly to large-scale transportation infrastructure projects at RoseWater Engineering and has a robust background in water resources engineering from earlier roles at P.I. Engineering and Hosey and Assoc./Harza. Tom holds a Master of Science and a Bachelor of Science in Civil Engineering from the University of Washington.
