Emily Cole

Emily Cole is a Program Analyst at the U.S. Department of State as of March 2024, with a prior role as a Civilian Harm Mitigation and Response Policy Analyst at the United States Department of Defense. Cole's experience includes serving as an Intergovernmental Personnel Act Fellow in various capacities, focusing on Civilian Harm Mitigation, Counterterrorism, Governance, and Climate in African Affairs. Previously, Cole held positions such as Governance, Justice and Security Program Officer at the United States Institute of Peace and Civil Society and Peacebuilding Technical Officer at FHI 360. Early career roles included research assistance at the Feinstein International Center and the Global Development and Environment Institute, along with consulting at The World Bank and working as a Trade Fellow for the U.S. House of Representatives. Cole holds a Master of Arts in Law and Diplomacy with a focus on Human Security from The Fletcher School at Tufts University and a Bachelor's degree in Political Science and French from Amherst College.
