Julia Brooks

Julia Brooks has extensive experience in legal and policy advocacy, currently serving in the Office of the Legal Adviser at the U.S. Department of State since August 2021. Julia is a Senior Fellow with Humanity in Action, a role held since 2008, and was a Furman Public Policy Scholar at New York University School of Law from 2018 to 2021. Previous positions include Legal Fellow at Independent International Legal Advocates, Legal Intern for the United States House Committee on Foreign Affairs, and various roles at Harvard University’s Humanitarian Initiative. Julia's early career includes positions such as Political Intern at the Office of the High Representative, Associate at adelphi research & consult, Program Assistant at the Foundation “Remembrance, Responsibility & Future,” and a Humanity in Action Fellowship at the U.N. International Criminal Tribunal for the former Yugoslavia. Julia holds a Doctor of Law from New York University School of Law, a Master of Arts in Law and Diplomacy from The Fletcher School at Tufts University, and a Bachelor of Arts, magna cum laude, in Public Policy from Brown University.
