Carlos Serra

Carlos Serra is an experienced policy officer and programme manager, currently associated with the European Commission. With a background as a projects and policy officer at Agencia Andaluza de la Energía, Carlos has also worked as an independent consultant specializing in sustainability analysis and investment. In addition, Carlos has served as a freelance teacher and capacity building trainer and held the position of energy planning and policy officer at the Energy Agency of Andalusia. Carlos holds a degree in Industrial Engineering from Universidad de Sevilla and a Master’s Degree in Thermal Energy Systems from the same institution.
