Theodora Chang

Theodora Chang is an experienced professional with a diverse background in strategic initiatives, policy analysis, and program management. Currently serving as an Advisor for Wild Horses and Burros at the Foundation for America's Public Lands since September 2024, Theodora has held prominent roles including Senior Advisor for Strategic Initiatives at the U.S. Office of Personnel Management from 2021 to 2024, and Senior Manager at the Partnership for Public Service from 2019 to 2021. Previous positions include Director of Strategy & Research at the National Community Stabilization Trust, Change Agent/Internal Management Consultant at Fannie Mae, and Advisor at the National Park Service. Theodora also contributed as a Part Time Analyst for the National Council on Teacher Quality and held roles in political and education sectors, including AAPI Vote Director for Obama for America and Education Policy Analyst at the Center for American Progress. Theodora holds a Master of Education in International Education Policy from Harvard Graduate School of Education and a Bachelor of Arts in Human Biology & International Relations from Stanford University.
