Joe Horbey

Joe Horbey is a seasoned professional in program and project management, currently serving as Manager of Technical Program Management at Hilton since August 2024. Prior to this role, Joe held the position of Manager of Project/Program Management at CareFirst BlueCross BlueShield from March 2023 to August 2024. Joe's expertise was further developed at Rally Health, where responsibilities included Lead Program Manager and Senior Technical Program Manager from April 2018 to May 2022.
