David E Rutter

David Rutter is a Board Member at HQLAX and was previously the CEO at ICAP Electronic Broking. David has over 20 years of experience in the financial industry. Mr. Rutter was responsible for the world’s leading electronic institutional combined fixed income (BrokerTec) and foreign exchange (EBS) trading business. David achieved consistent year-on-year double-digit increases in revenues and operating profit before and during the severe market retraction precipitated by the global financial crisis. Mr. Rutter also directed successful penetration of key emerging markets including Russia and Southeast Asia. David has been a member of ICAP plc Global Executive Management Team.
