Norberto Gamarra

Norberto Gamarra is an experienced professional with a robust background in institutional capacity building and legal expertise. Currently serving at IESC - International Executive Service Corps since August 2020, Gamarra is involved in the T-FAST Program, aimed at modernizing export and import processes for agricultural products in Paraguay. Previously, Gamarra coordinated the National Integrated Program at UNODC from June 2014 to September 2017, focusing on technical assistance to strengthen justice, transparency, and combat illicit drugs and organized crime. Additionally, experience with the U.S. Department of State involved cooperation efforts to disrupt illicit drug activities and support related programs. Earlier roles include clerk positions at Justicia Electoral and Estudio Juridico Asuncion. Gamarra holds a Bachelor's Degree in Law from Universidad Catolica Nuestra Señora de la Asuncion and has furthered education in strategic intelligence.
