Summary

To provide assistance with Procurement Planning Conferences, establishing procurement planning requirements and milestones, developing procurement documentation and tracking of milestones in accordance with the Naval Air Systems Command (NAVAIR) procurement process and the Procurement Initiation Document/Procurement Request process.

Functional Duties

  • Develops and prepares contract Sections B through J of Procurement Initiation Documents (PIDs).
  • Maintains accurate and timely data within the Procurement Management Tool (PMT).
  • Facilitates the exchange of key PMT data between contracts and Program Manager, Air (PMA) office.
  • Creates and provides PMT based reports.
  • Ensures Statements of Work (SOW) and Contract Data Requirements Lists (CDRL) accurately depict the Government's technical requirements.
  • Maintains documents uploaded to the PID Document Repository and the Shared Drive.
  • Coordinates and chairs the Procurement Planning Conference (PPC) meetings.
  • Produces and distributes Procurement Planning Agreements (PPA).
  • Provides technical recommendations reporting as applicable to task requirements.
  • Prepares briefs and other materials using a variety of software including Microsoft Office programs.
  • Assists and provides recommendations to Integrated Product Teams (IPTs).
  • Participates in meetings and conferences to provide support and acquisition technical expertise.
  • Coordination of long-range acquisition planning.
  • Advises IPT members on PID and acquisition process.
  • Coordinates program funding requirements with the appropriate Business Financial Managers (BFMs).
  • Links Spend Plan Initiation Documents SPIDs in Common Spend Plan Tool (CSPT) to applicable PIDs in PMT
  • Assists in developing PMA-299 PID policy and revisions.
  • Quality assurance reviews of all H-60 PIDs and CDRLs.
  • Quality assurance of acquisition web tools (PMT).
  • Provides input on acquisition and operations drills.

Required Education

BS or BA degree

ALLOWABLE SUBSTITUTION: An AS or AA degree and an additional four (4) years of experience;

OR no degree and an additional six (6) years of experience in program management, technical, or business analysis discipline.

Required Experience:

Minimum of ten (10) years of experience in program management, technical or business analysis discipline.

Position Type and Expected Hours of Work

This is a full-time position. Days of work are Monday through Friday. NAVAIR core working hours are 8:30

a.m. to 3:00 p.m. Evening and weekend work may be required as job duties demand. CWS is authorized for this position.

Travel

No travel is expected for this position.

Work Authorization/Security Clearance:

This position is subject to a government security investigation and must meet eligibility requirements for access to classified information at the Secret Level.  Ideal candidates will currently possess an Active DoD Secret Clearance; however, candidates with US Citizenship and the ability to obtain a DoD clearance will be considered. Must be able to receive a Government Common Access Card (CAD), access Government systems, and receive a security clearance.

Salary

$141,876.80 - $176,030.40
