Phil Duggan

Phil Duggan is a seasoned professional with extensive experience in expert services and management within the construction and engineering sectors. Currently serving as Managing Director at J.S. Held LLC since September 2024, Phil previously held the position of Head of Expert Services for the Middle East at CCi, a Rimkus Company, from July 2022 to September 2024. Prior to that, Phil was the Regional Head of Diales (Middle East) from May 2019 to July 2022, overseeing the Expert Services brand. Phil began a long tenure at Driver Group in August 2001, culminating in the role of Operational Director (International), where responsibilities included managing overseas projects primarily for European clients. Phil Duggan earned a degree from Liverpool John Moores University between 1991 and 1996, specializing in quantum and delay expertise.
