Sam Zhou is a senior executive with extensive experience in transportation management. Currently serving as Assistant General Manager and Chief Engineer at the Massachusetts Bay Transportation Authority (MBTA) since August 2023, Sam Zhou is responsible for ensuring the safe engineering and delivery of all MBTA assets while reporting directly to the CEO/GM. Previously, from April 2007 to August 2023, Sam Zhou held various leadership roles at the New York State Department of Transportation, including Assistant Commissioner of Operations and Asset Management, where responsibilities encompassed overseeing statewide operations and developing asset management strategies. Additional roles included serving as Regional Director, leading a team of approximately a thousand employees, and as Executive Assistant to the Commissioner, providing counsel on departmental matters. Sam Zhou holds an MBA from the University at Albany and a Master's Degree in Civil Engineering from the University of Cincinnati.
