Earl Stoddard, PhD, MPH, CEM, serves as the Assistant Chief Administrative Officer for Montgomery County Government since June 2014, managing portfolios in public safety and health and human services while fostering collaboration among government agencies and non-governmental partners. Previously, Earl held the position of Director of the Office of Emergency Management & Homeland Security, overseeing emergency response coordination, grant management, and related policy advisement. Earl also contributed as Program Administrator for the Public Health Preparedness & Response Program, ensuring effective planning and response efforts. Prior experience includes serving as Public Health Program Manager at the University of Maryland Center for Health and Homeland Security, specializing in public health emergency preparedness. Earl completed a PhD in Cell and Molecular Biology at the University of Pennsylvania, followed by an MPH in Infectious Diseases from The Johns Hopkins University, and holds a Bachelor of Science in Biotechnology from the University of Delaware.
