Paul R. McCary

Paul McCary, of counsel, has practiced in the energy and public utility areas since 1981. Beginning with early PURPA projects, he negotiated power sales agreements involving cogeneration and small power production projects.

Before the Connecticut Public Utilities Regulatory Authority, he has handled several traditional gas and water utility rate cases and has represented merchant generators in numerous proceedings involving utility divestiture, standard service procurement and requests for proposal proceedings. He has also represented large gas and electricity consumers with respect to commodities acquisition and gas transportation agreements. On behalf of large electric users he has supported the development of behind-the-meter distributed generation facilities, sub-metering and participation in demand response programs. He was an active participant in the electric industry restructuring effort in Connecticut, representing a power marketer seeking to implement customer choice at the retail level and independent power producers seeking to design, permit, finance and construct merchant power plants.

Paul is the author of several articles concerning cogeneration, including “Cogeneration in Connecticut” which appeared in the Connecticut Bar Journal. He co-authored a chapter of a book published by the American Bar Association on evaluating competitive electricity offers. He served on the Connecticut General Assembly’s Electric Industry Restructuring Task Force. He co-authored an article on microgrids which was published in the March 2013 edition of Public Utilities Fortnightly.

Paul graduated from Western New England College School of Law in 1979 and was Editor-in-Chief of the School’s Law Review. Following law school, he served as a law clerk to the Honorable Leo Parskey, Associate Justice of the Connecticut Supreme Court. He previously served as an adjunct professor at the University of Connecticut Law School teaching Energy Regulation and Policy.
