Ellen Y. Chou

Ellen Y. Chou is an accomplished professional with extensive experience in national security and defense acquisition. Currently serving as Board Director for the Air Force Studies Board and Naval Studies Board at The National Academies of Sciences, Engineering, and Medicine since April 2018, Ellen also holds the position of Associate Director for the Air Force Studies Board and the Board on Army Research and Development. As the founder of Milen Management and Consulting, LLC, Ellen provides expertise in national and international security, defense acquisition, and strategic communications. Ellen's previous roles include significant positions at the United States Department of Defense, SAIC, Abraxas-Cubic Global Defense, Booz Allen Hamilton, and the Center for Strategic and International Studies, with responsibilities ranging from program management to strategic communications. Ellen holds a Master of Arts in Security Policy Studies from The George Washington University and two Bachelor of Arts degrees in Public Policy Studies and Economics from the University of Chicago.
