Lucas de Heer

Lucas de Heer is an accomplished tax professional with extensive experience in tax policy, compliance, and advisory roles, currently serving as the Manager of EMEA Tax at Netflix since October 2019. Responsibilities include representing Netflix in advocacy efforts, tracking tax legislation, and overseeing tax planning across various jurisdictions, particularly within the African tax landscape. In addition to this role, Lucas contributes as an author on tax topics related to EU and tax treaty law with NLFiscaal and Sdu Uitgevers, while also pursuing a PhD at Vrije Universiteit Amsterdam focused on tax aspects of bilateral investment treaties. Previous positions include Senior Tax Counsel at Nationale-Nederlanden, Tax Lawyer at a tax boutique, and Tax Policy Advisor for the Ministry of Finance, where Lucas represented the Netherlands at the OECD and negotiated tax treaties. Lucas earned an LL.M in Tax Law from Leiden University and has foundational education from Christelijk Gymnasium Sorghvliet.
