Traylor Rains

Traylor Rains serves as the State Medicaid Director at the Oklahoma Health Care Authority since February 2020, and previously held the position of Deputy State Medicaid Director. As the Founder and CEO of Rains Integrated Solutions since September 2019, Traylor also directed business and community development at MyCare Integrated Software Solutions, focusing on enhancing mental health outcomes through technological innovations. Past experiences include serving as Chief Operating Officer of the Oklahoma Department of Human Services, where Traylor aided in a major organizational transition, and Senior Director of Policy & Provider Regulation at the Oklahoma Department of Mental Health and Substance Abuse Services, overseeing Medicaid Behavioral Health services. Additional roles include Interim Executive Director of Central Oklahoma Community Mental Health Center and Assistant Director of Health Policy at the Oklahoma Health Care Authority, complemented by legal experience as an attorney at the Law Office of Vance W. Hinds. Traylor Rains holds a Juris Doctorate from Baylor University School of Law and a Bachelor of Arts in Psychology from Texas A&M University.
