Ulises Pallares

Ulises Pallares is an experienced professional in public policy and program evaluation, currently serving as an Associate in both the Evidence Generation Team and the Inclusive Practice Team at Blueprint since January 2023. Pallares has held various significant roles, including DPPE Practicum Coordinator at the School of Public Policy & Administration at Carleton University since September 2022 and Evaluator on Open Government for the Independent Reporting Mechanism at the Open Government Partnership since August 2022. Previous positions include Senior Consultant at the Inter-American Development Bank, Program Evaluator with UNDP, and Advisor roles with both the Inter-American Development Bank and the International Organization for Migration. Pallares has a strong academic background with a Diploma in Public Policy and Program Evaluation from Carleton University, an MSc in Public Policy and Administration from Universidad de 'San Andrés', and a BA in Political Science from the University of Buenos Aires.
