Rachel Licata

Rachel Licata serves as the Senior Director of Coverage & Reimbursement Policy at GRAIL, Inc., a position held since December 2019. Prior experience includes roles such as Director of Public Policy at Takeda and Deputy Vice President at PhRMA, where Rachel led Medicaid policy initiatives and cross-departmental working groups to enhance patient access to medications. Prior to these roles, Rachel held various analytical and policy positions at Mathematica Policy Research, Kaiser Family Foundation, and the Department of Health and Human Services, focusing on health insurance, Medicare trends, and qualitative research. Rachel holds a Master of Public Health in Health Policy from Columbia University and a Bachelor of Science in Public Health from The George Washington University.
