Public Health Policy Analysis Specialist at Policy Wisdom

Luisa Morales Cabral completed a master’s in public health at the Universidad de los Andes in Colombia, and obtained a Bachelor of Arts in Economics with a minor degree in Government. She graduated from a Master´s in public policy from University College of London (UCL), with distinction in her dissertation Policies in Latin America to prevent vaccine hesitancy and refusal: A case study for Argentina, Brazil, Colombia and Mexico.

During her career Luisa has specialized in project management, monitoring and research. In her most recent role as Program Manager at HIAS she was responsible for project design, proposal writing, supervision of project implementation and monitoring and evaluation of projects in the areas of mental health and psychosocial support, gender-based violence, economic inclusion and protection, directed to vulnerable population. She also worked at Save the Children Colombia as New Business Development-Grants Coordinator, responsible for identifying opportunities and positioning the organization, as well as proposal writing, and at the Interamerican Development Bank (IDB) as a Monitoring and Analytical consultant, supporting project teams during the execution phase to understand IDB’s methodology to monitor and report on project development. She was responsible for promoting the consistent application of policies and provided guidance to project teams in the design and development of a logical structure to report results and performance indicators.

In prior roles Luisa worked for the government of Bogota, Colombia, in the execution of the program to provide comprehensive attention (health, nutrition, education) to children between 0 and 5 years old. She has also participated in impact evaluations from the field and the academia. Luisa was field research assistant in Mozambique during the third follow-up survey of an impact evaluation on savings, subsidies and sustainable food security. At the Universidad de los Andes in Colombia she supported the data analysis and process management of an impact research related to educational aspirations.
