Carolyn Williams

Carolyn Williams is an accomplished planning professional with extensive experience in local government and urban planning. Currently serving as the Planning Policy Manager at Preston City Council since February 2023, Carolyn previously held the position of Local Plan Coordinator at Chorley Council from April 2019 to February 2023. Prior to that, Carolyn was the Group Leader for Minerals and Waste at Urban Vision Partnership Limited, and worked as a Planning Officer at Lancashire County Council, focusing on the development of the minerals and waste local plan. Early career experience includes a role as a Research Assistant at Unilever. Carolyn holds a Master’s degree in Civic Design and a Post Graduate Certificate in Environmental Studies from the University of Liverpool, along with a Bachelor of Science in Environmental Science from Liverpool John Moores University.
