Dean Packer

Dean Packer is a seasoned technical director and senior contractual/commercial consultant at Quantum Global Solutions since September 2019, following a freelance career in project management and claims consultancy focused on civils, oil and gas, and wastewater in Oman from November 2016 to September 2019. Prior experience includes roles as QA/QC manager at Tayseer Contracting Company and BAM International, contributing to significant projects such as the EUR 130M passenger terminal at Julius Nyerere International Airport. Dean Packer's extensive background also includes project management at E. Pihl & Son A/S, overseeing wastewater treatment and the rehabilitation of airports in Mozambique, as well as prior experience in Ghana’s road rehabilitation projects. Education includes a BSc in Geotechnical Engineering from Newcastle University.
