He holds the position of president of the Board of Directors. He is an Associate Professor at the Faculty of Law of the Inter-American University of Puerto Rico. He obtained his baccalaureate (1972) and Juris Doctor (1977) at the University of Puerto Rico. He has a master's degree in Law (1993) from the Pontifical Catholic University of Puerto Rico. Director of the Clinical Education Program and Executive Director of the Santurce Law Office from 1988-1993. He has been a professor at the Inter-American School of Law since 1986 in the courses of Clinical Education, Juvenile Law, Law of Persons with Disabilities, and Legal Organization and Method.
