Bill Feyling is the Administrator of the Carpenter Funds Administrative Office of Northern California which provides health and retirement benefits to over 85,000 covered lives throughout Northern California. He is also a former Director and past President of Smart Cities Prevail, a 501(c)4 non-profit organization which provides accurate research and advocacy regarding the positive impacts on the triple bottom line of prevailing wage policies. He has over 30 years’ experience in the construction and benefits field and has served on numerous industry related Boards and Committees including the International Foundation of Employee Benefit Plans. In 2007 he was appointed by Governor Arnold Schwarzenegger to the California Citizens Compensation Commission, on which he served until 2011. He has attended the Harvard program on negotiations, focusing on interest based bargaining.
