David Phillips

David Phillips is a seasoned IT professional with extensive experience in leading technology transformation efforts primarily within the Department of Defense (DoD). Currently serving as the DoD CIO AISR Data Transport Project Lead and Architectural Engineer at Sigma Defense Systems, Inc. since February 2020, David previously held key roles at Booz Allen Hamilton, the Office of the Secretary of Defense, and the Joint Staff. Notable achievements include the co-authoring of significant publications, the development of critical policies, and leading teams to enhance IT systems architecture and governance. David holds a Bachelor of Science degree from the United States Air Force Academy and a Master’s degree in Management from Troy University.
