Judy Miner

Since 2015, Judy C. Miner, Ed.D. has been chancellor of the Foothill-De Anza Community College District. She has worked as a higher education administrator since 1977 and in the California Community Colleges since 1979. She has held numerous administrative positions in instruction, student services, and human resources at City College of San Francisco, the California Community Colleges Chancellor's Office, De Anza College, and most recently Foothill College, where she served as president from 2007 to 2015 and led a campus-wide student equity agenda that is showing gains in participation and achievement by historically underrepresented students.

Regionally, she serves on the Lone Mountain College alumni board, NOVA Workforce Board, Silicon Valley Leadership Group Board of Directors, and the advisory boards for the Los Altos Library Endowment and the Pebble Beach Authors and Ideas Festival. She is also on the Board of Trustees of University of San Francisco and the Board of Trustees of the Bay Area Council Economic Institute. She was elected at the beginning of 2018 to a three-year term as a member of the California Council on Science & Technology.

Nationally, she serves on the Board of Directors for Year Up and the Board of Directors and Executive Committee for the League for Innovation in the Community College. She is an inaugural board member of the Hope Center for College, Community and Justice founded by Sara Goldrick-Rab at Temple University. As of 2020 she is serving a three-year term on the Community College Advisory Panel of the College Board.

Judy serves on the faculty of the Executive Leadership Academy of the Center for Studies in Higher Education at UC Berkeley, and the Leading Change Institute of the Council on Library and Information Resources. In 2011, she served on the Working Group that produced the 2012 Report to President Obama, “Engage to Excel: Producing One Million Additional College Graduates with Degrees in Science, Technology, Engineering and Mathematics.”

She earned her B.A., summa cum laude, in history and French and her M.A., both from Lone Mountain College in San Francisco, and her Ed.D. in organization and leadership with a concentration in education law from the University of San Francisco. She also holds honorary degrees from Imperial Valley College and Palo Alto University.
