Jim Linthicum

Jim Linthicum is an experienced professional in the fields of civil engineering and transportation management. Currently serving as a member of the Technical Advisory Group at Sound Transit since May 2022, Jim provides expert advice on the delivery of the $54 billion ST3 transit program. With a long-standing role at the National Conflict Resolution Center as both a board member and mediator since 1997, Jim has demonstrated a commitment to conflict resolution. Previously, Jim held the position of Chief of Capital Programs and Regional Services at the San Diego Association of Governments (SANDAG) from 2003 until December 2021 and served as Deputy District Director for Construction at Caltrans from 1979 to 2002. Jim Linthicum earned a Bachelor of Science in Civil Engineering from Penn State University and is furthering education in the Engineering and Management Program at UCLA.
