Billy Moore

Billy Moore is a highly experienced professional in the field of civil engineering, specializing in subsurface utility engineering. With a career spanning over four decades, Billy served as a Partner and CFO at Meyer, Meyer, LaCroix and Hixson, Inc. from 1973 to 2007, where expertise in project management led to significant time and cost savings in utility projects. Following this role, Billy owned Moore Engineering Enterprises, LLC from 2007 to 2009, and later worked as a Senior Project Manager for T2 Utility Engineers until retirement in 2024. Additionally, Billy contributed to academia as an Adjunct Professor at Louisiana Tech University, teaching courses in cost estimating and water and wastewater treatment. Billy holds both a Master’s and Bachelor’s degree in Civil Engineering from Louisiana Tech University.
