David Graham is a seasoned leader in civic innovation and public sector transformation, currently serving as a Global Civic Innovation Fellow and Co-Chair at the Technology & Entrepreneurship Center at Harvard University. With extensive experience as the Chief Innovation Officer for the City of Carlsbad, Graham has been instrumental in strategic planning, economic development, and digital transformation initiatives, generating significant public sector savings and investments. Previous roles include Deputy Chief Operating Officer for the City of San Diego, where leadership responsibilities spanned various departments and extensive budget oversight.
