Desirée Portillo Rabinov

Desirée Portillo Rabinov, Los Angeles, CA, is Senior Transportation Planning Manager for the Los Angeles County Metropolitan Transportation Authority. She is responsible for the management and implementation of the annual countywide bicycle design and planning training programs and Sustainability policy and TOD demonstration programs as well as the development and management of the first automated regional bike parking program. She also manages the First/Last Mile planning program for sub-regional agency staff and officials; and is the lead manager for Transportation Enhancement Call for Projects grant application program. Desiree is an experienced project manager and community development professional with twenty five years of experience. She has been a Councilmember on the Crescenta Valley Town Council since 2014 and is immediate past President/Co-Founder, of the National Women’s Political Caucus, Los Angeles Metro Chapter.

Prior to joining LACMTA, Desiree was with Community Redevelopment Agency of Los Angeles, where she managed construction contracts to restore Spring Street historic corridor. She has a BS in Business Administration from Cal State University Los Angeles. She also holds planning certificates from UCLA in CEQA and NEPA environmental clearance regulatory, and transportation and land use planning. In her volunteer capacity, she co-founded Project Amiga in 1994, a vocational school providing life skills, and computer training and job preparation for disadvantage communities. She has received several awards for the advancement of women in non-traditional careers, in particular, Women of the Year award from YWCA for her community service to the San Gabriel Valley.
