Shubha Harris is a regulatory attorney at Xcel Energy. In this role, she represents the Company before the Minnesota Public Utilities Commission and works closely with internal and external stakeholders to develop, negotiate and implement solutions to reach the Company and state’s clean energy goals. Prior to joining Xcel Energy, Ms. Harris was an associate at a large international law firm representing Fortune 50 Companies in complex, commercial litigation involving allegations of fraud, misrepresentation and breach of contract. She also represented numerous pro bono clients in asylum, divorce and federal habeas proceedings. Ms. Harris served as a law clerk on the Ninth Circuit Court of Appeals and on the United States District Court for Minnesota. Prior to attending law school, Ms. Harris held leadership positions in the state offices for both United States Senators Amy Klobuchar and Mark Dayton. Prior to her government service, Ms. Harris joined Teach for America and served as a seventh grade teacher in an under-resourced middle school in Paterson, New Jersey.
