Sheila Baxter

Sheila Baxter, MPH, serves as the KP IT Business Operations and Strategic Support Leader at Kaiser Permanente, where responsibilities include scaling business operations and strategic initiatives for the IT division. Previously, Sheila held the role of Chief of Staff for Kaiser Permanente’s Chief Digital Officer, overseeing cross-functional strategic initiatives and implementing DEI initiatives. A Faculty Lecturer at the University of California, Berkeley, Sheila teaches on Strategic Leadership and Healthcare Strategy. Prior experiences include serving as Regional VP of Business Development for Conduent and Xerox, where Sheila contributed to the growth of digital health strategies and partnerships. Additionally, as a Fellow with the World Health Organization, Sheila developed strategic plans and communication initiatives to enhance healthcare systems in the Pacific region. Academic qualifications include a Master's in Public Health from UC Berkeley, along with studies at prestigious institutions such as Harvard Medical School and University of California, Santa Cruz.
