Kelsey E. Brooks

Kelsey E. Brooks is an experienced program manager currently working at the University of Maryland since May 2023. Prior to this role, Kelsey served as Senior Manager of Delaware River Programs at the National Wildlife Federation, where responsibilities included directing the development of multi-state programs focused on equitable outdoor access and conservation planning for the Delaware River Watershed. Previous positions include Regional Watershed Restoration Specialist with University of Maryland Extension, where Kelsey supported communities in Northern Maryland, and Environmental Specialist II at the Virginia Department of Environmental Quality, overseeing MS4 permits. Kelsey holds a Master’s Degree in City and Regional Planning from Rutgers University, a Graduate Certificate in Geographic Information Science and Cartography from the University of Maryland Baltimore County, and a Bachelor’s Degree in Ecology and Evolutionary Biology from Princeton University.
