Liz Elwart

Liz Elwart is a seasoned policy professional with extensive experience in state policy and quality improvement, currently serving as Director of State Policy at Upstream USA since January 2019. Prior roles include Senior Policy Advisor for King County, WA, and Policy Analyst at Planned Parenthood Votes Northwest. Elwart has also held various campaign management and policy roles, including Field Director positions for political campaigns and organizing initiatives focused on paid sick days. Liz Elwart’s academic credentials include a Master of Public Affairs in Social Welfare and Family Policy, and a Bachelor of Arts in Social Welfare, both from the University of Wisconsin-Madison.
