Halley Ross

Halley Ross is an experienced professional in public health and organizational development, currently serving as the Administrative Services Manager II at the Vermont Department of Health since March 2022. Prior to this role, Halley was the Division Administrator for the Vermont Department of Health Division of Emergency Preparedness, Response & Injury Prevention from November 2019 to March 2022. Experience also includes strategic planning and organizational development at the United Way of Northwest Vermont and a graduate research assistant position during Halley's Master of Public Administration studies at the University of Vermont. Past roles include Operations Coordinator at Children's National Health System, Administrative Assistant to the President pro tempore of the United States Senate, and various positions within the United States Senate Judiciary Committee. Halley holds a Master of Public Administration degree from the University of Vermont and a Bachelor of Arts in Psychology with a Sociology minor from the same institution.
