Moses Boyd is a Washington, D.C.-based lawyer, lobbyist, and entrepreneur. He has more than 25 years of experience in the Washington policy and business arenas. Moses spent the first half of his professional career in the field of public policy. In 1987, he was appointed to the South Carolina Legislative Council to serve as one of seven Legislative Counsels to the State Legislature. He was the first African American Attorney to serve as a Staff Attorney to the Council. In 1989, he moved to Washington, D.C. to serve as Democratic Counsel to the United States Senate Committee on Commerce, Science, and Transportation (Commerce Committee). In 1999, he was appointed Democratic Chief Counsel to the Committee and became the Committee’s Majority Chief Counsel in 2001. Moses left the Committee at the end of 2002.
In 2003, Moses served as a U.S. Public Policy Scholar at the Woodrow Wilson International Center for Scholars, which convenes top academics and scholars from around the world to discuss global and domestic policy issues. In 2017, Moses was also a leading advocate for the legislation that created the current Federal Opportunity Zones Program. Moses is now spearheading efforts to use the program as another avenue to build low-income and distressed communities into sustainable communities.
