He is skilled in all aspects of qualitative and quantitative risk assessment, including hazard identification (HAZID); accidental (safety) and intentional (security) release scenario development; frequency analysis (Event Tree/ Fault Tree); consequence modeling; cost benefit analysis; and presentation of risk results.
He is a trained and experienced PHA facilitator, leading projects at US and international facilities and operations. PHAs have included HAZOP, SIL Assignment, LOPA and integrated HAZOP/SIL for FEED, EPC and current operations. SIL verifications have included both qualitative evaluations of the layers of protection and quantitative calculations of the probability of failure on demand and safety availability. He has also led Alarm Management projects for new-build oil and gas facilities, focused on alarm prioritization and suppression strategies.
Mr. Fuller has developed Process Safety Management (PSM), EPA Risk Management Plan (RMP) Rule plans. Additionally, he has participated as an auditor of PSM, RMP and chemical security programs.
