Tom Devine

Tom Devine is a seasoned legal professional with extensive experience in the aviation industry. Currently, as General Counsel at Airports Council International - North America since April 2014, Tom advises the President and the Board of Directors on legal matters and provides guidance on airport policy and legislative issues. Previously, Tom served as a Partner at Kaplan Kirsch & Rockwell, LLP, where strategic counsel on federal compliance for airports was provided. Tom also held a Partner position at Palmer & Dodge/Edwards, Angell, Palmer & Dodge, focusing on regulatory compliance and dispute resolution for airports. Earlier, from 1988 to 1992, Tom was VP of Legal Affairs at Airports Council International - North America, advocating for legislative initiatives and airport proprietors' rights. Tom holds a Juris Doctor from Stanford Law School and an A.B. in Psychology from Stanford University.
