Loretta Smith Kelty

Loretta Smith Kelty serves as the Finance Manager for Alderwood Water & Wastewater District since July 2020, overseeing daily operations related to payroll, accounting, customer service, and billing. Prior experience includes a role as Deputy County Administrator for Benton County Washington Government from April 2007 to February 2020, where coordination of the $330 million budget process enhanced accuracy and transparency, as well as managing labor relations for multiple union groups. As Finance Manager for Benton County Washington between January 2003 and April 2007, Loretta developed procurement policies and received accolades for a budget awards book. Additional experience includes positions at Rural Cellular Corporation, Lockheed Martin, and Boeing, focusing on financial analysis and support. Loretta holds an MBA in Public Finance and Operations from City University of Seattle, a BA in Business Administration from Washington State University Tri-Cities, and an AAS from Columbia Basin College.
