As APQC’s first in-house legal counsel, Harry Scarborough provides legal advice and collaborates with APQC’s executive and leadership teams in the areas of contracting processes, legal matters, and laws that impact business functionality. In his role as Executive Director, Legal Affairs, Harry develops strategies that support compliance, data protection, and privacy and is responsible for the governance of contracting and compliance processes.
Harry brings more than 22 years of experience as general legal counsel representing a broad range of corporate and individual business clients, including several years as APQC’s outside counsel. He has a strong background in commercial transactions, dispute resolution, risk management, and regulatory compliance. In private practice, he has focused on helping entrepreneurs and businesses develop opportunities while avoiding risk and managing liabilities.
Well known within the legal community, he has served as first-chair counsel in numerous trials in both state and federal courts as well as in arbitration. Harry earned “Texas Rising Star” recognition – given to the top 2.5% up-and-coming attorneys under 40 – eight times in the Texas Super Lawyers edition of Texas Monthly, was featured on the cover of Texas Lawyer, and was named one of Houston’s top lawyers in H Magazine three times.
Prior to APQC, Harry was a partner at Wegener Scarborough & Lane, focusing on corporate transactions, dispute resolution, risk management, and regulatory compliance. Harry got his start at Fulbright & Jaworski (now Norton Rose Fulbright) as a summer associate and later litigation senior associate where he developed extensive trial experience in energy and maritime law, insurance coverage, and commercial litigation.
Harry is a member of the Colorado Bar Association and Houston Bar Association, where he has served on the Literacy Committee. He is admitted to practice law in all state and federal courts in Texas and Colorado.
He received his law degree from the University of Oregon School of Law and a bachelor’s degree with honors from the University of Alaska Anchorage.
